  • Requirements: 1. Engineer in Training (EIT) certification issued by the Puerto Rico Board of Engineers and Surveyors, and to be an active member of the College of Engineers and Surveyors of Puerto Rico; or, 2. Architect in Training (AIT) certification issued by the Board of Architects and Landscape Architects of Puerto Rico, and to be an active member of the College of Architects and Landscape Architects of Puerto Rico. 3. Three (3) years of professional experience in the field of engineering or architecture. 4. Develops models for the implementation of planning, housing or infrastructure projects related to the CDBG-DR Program. 5. Collaborates in the development of work plans. 6. Coordinates and verifies that the work carried out by consultants or participating entities are carried out in accordance with the established regulations. 7. Reviews and evaluates invoices. 8. Collaborates in the development and implementation of metrics for the measurement of services and effective monitoring. 9. Evaluates technical documentation and makes recommendations. 10. Ensures that the development of activities is in accordance with applicable federal and state laws and regulations. 11. Notifies of problems, irregularities, delays and situations affecting the development of the CDBG-DR Program, and offers recommendations and alternatives. 12. Master’s degree in Planning from a licensed and/or accredited educational institution. One (1) year of experience in the planning field. 13. Be bilingual in the languages of English and Spanish

This position is subject to Section 3 from the Housing and Urban Development Act of 1968. Under Section 3, to the greatest extent feasible, job training, employment, contracting and other economic opportunities generated by certain HUD financial assistance shall be directed to low-and very low-income persons and businesses and should receive recruitment or contracting priority.
