  • Description: Section 3 and its implementing regulation at 24 C.F.R. Part 75 requires PRDOH to ensure that employment, and other economic and business opportunities generated by HUD financial assistance be directed, to the greatest extent feasible, and consistent with existing Federal, State and Local laws and regulations, to low- and very low-income persons, particularly those who are recipients of government housing assistance, and to business concerns which provide economic opportunities to low- and very low-income persons. PRDOH will make every effort to ensure that subrecipients of Section 3 covered funding as well as their contractors and subcontractors comply with the Section 3 responsibilities, as outlined in 24 C.F.R. Part 75, Subpart C.
