
The Puerto Rico Department of Housing (PRDOH) has been designated by the Government of Puerto Rico as the agency responsible for administering CDBG-DR funds in close collaboration with the Central Office of Recovery, Reconstruction and Resilience (COR3). Under the commitment to administer the Funds in an efficient and transparent manner, PRDOH built its “Action Plan” to govern the recovery and reconstruction of the Island, after receiving multi-sector recommendations.

The Action Plan is a document that defines how the emergencies of the humanitarian needs of the residents of the Island will be addressed, at the same time, develops and implements an effective recovery after the passage of hurricanes Irma and María. This document includes an analysis of the first calculation of damages and reports on the preliminary design of the 19 initial programs that will meet the urgent needs of Housing, Planning, Economic Recovery and Infrastructure.
In order to maintain full transparency of information on the disbursement of federal CDBG-DR funds, the Action Plan is available to the public through the website: www.cdbg-dr.pr.gov
The Action Plan was approved by the U.S. Department of Housing and Urban Development (HUD) on July 29, 2018. However, amendments are constantly being made to enforce the regulations issued by HUD.
The Action Plan brings together the strategies that will be used by the PRDOH to promote the recovery of the Island through the implementation of economic and social assistance programs in five sectors: Planning, Housing, Economy, Infrastructure and Multi-sector. Through the Action Plan, the Government of Puerto Rico will direct the implementation of the CDBG-DR Funds in order to mainly support recovery, reconstruction, economic revitalization and housing development initiatives.
