  • Requirements: 1. Valid Engineer's license issued by the Board of Examiners for Engineers and Surveyors of Puerto Rico; or valid Architect License issued by the Board of Examiners for Architects and Landscape Architects of Puerto Rico and be an active member of the College of Architects and Landscape Architects of Puerto Rico. 2. Three (3) years of professional experience in work related to the inspection of public housing construction, remodeling or rehabilitation projects; or have been admitted by the Supreme Court of Puerto Rico to practice the profession of Attorney. 3. Three (3) years of professional experience in work related to the application of laws, regulations, standards and procedures aimed at meeting the needs of people with disabilities. 4. Certification of "Fair Housing Specialist", inspection of projects, housing units or other type of certification required by the Federal Department of Housing, depending on the location of the position. 5. Be bilingual in the languages of English and Spanish. 6. Possess a driver's license from the Department of Transportation and Public Works; as established in Article 1.54 of Law No. 22-2000, Vehicles and Traffic Law of PR”. 7. Serves as a liason in the interpretation and explanation of the applicable codes to provide services and accessibility to the Program, to people who qualify and who are covered by the "American with Disabilities Act" and other applicable laws. 8. Monitors compliance with the requirements and time parameters established in the Voluntary Compliance Agreement. 9. Regularly visits and inspects construction and remodeling projects financed with federal funds, to ensure compliance with the requirements of non-discrimination for reasons of physical or sensory impairment, including reasonable accommodations, as required by applicable legislation and regulations. 10. Considerable knowledge of the legal and federal provisions that regulate the administration of public housing, construction, in particular, those provisions aimed at meeting the needs of people with disabilities. 11. Considerable and efficient knowledge of the operation of computer programs, including but not limited to Excel, Word, programs already created in Access, applicable Windows and the Internet. 12. Ability to organize and prioritize work, as well as maintain productivity with limited supervision.

This position is subject to Section 3 from the Housing and Urban Development Act of 1968. Under Section 3, to the greatest extent feasible, job training, employment, contracting and other economic opportunities generated by certain HUD financial assistance shall be directed to low-and very low-income persons and businesses and should receive recruitment or contracting priority.
