CDBG-MIT Funds

Allocation: $10M

Will be based on the information and progress achieved through the CDBG-DR planning programs, including MRP, WCRP, and GeoFrame, and eventually the information compiled under the CDBG-MIT RAD Program. This Program will continue and extend the stakeholders’ commitment towards developing and applying a regional focus on planning, the granting of permits, and the implementation of laws that support risk recognition and assessment.

PLANNING AND CAPACITY BUILDING PROGRAM

The Planning and Capacity Building (PCB) Program will promote the capacity improvement of entities for them to better respond, withstand, and recover from the negative impacts caused by hazardous events. It will provide capacity building resources to equip communities with the appropriate tools, knowledge, and experience to address these impacts. Additionally, it will provide funding to assist in the formation and strengthening of consortiums to implement mitigation planning activities utilizing a regional or multi-jurisdictional approach.

    ELIGIBLE PLANNING ACTIVITIES:

    PCB Program eligible activities include, but are not limited to:

    Capacity building activities

    Development of maps and planning tools

    Data gathering and analysis

    Elaboration of plans, studies and other planning strategies

    Identification of actions that will implement these planning solutions, among others

    The PCB Program is divided into two components:

    Competitive Rounds for Plan, Studies, and Consortium Development

    Capacity Building Workshops

    PRDOH will provide workshops to develop regional mitigative strategies, analyze disaster risks, increase resilience practices and promote future updates to Hazard Mitigation Plans. To participate in PCB Program workshops, participants may be eligible entities.

    The workshops for capacity building may be through one (1) or more of the following categories:

    Regional Guidance for Communities with Urgent Mitigation Needs

    • Best practices for hazard mitigation at the local level to reduce risk of loss of life and property from future disasters and promotion of community development benefits
    • Coordination with communities, at the local and regional level, to establish partnerships for the development of mitigation initiatives that address current and future risks
    • Data gathering to develop maps and other planning tools for risk assessment and to promote future hazard mitigation plans update
    • Evaluation of assets, risks and needs inventory to identify opportunities within a community
    • Development of guides to address community needs through mitigation efforts

    Integrating Sustainable Practices in Hazard Mitigation Activities

    • Promotion of self-sustaining infrastructure alternatives that include green infrastructure, climate-adaptive design, and nature-based solutions (e.g., Flood control, watershed management, and solid waste management)
    • Incorporation of sustainable practices such as cleaner energy solutions
    • Identification of barriers (local regulations, policies, etc.) that hinder communities from integrating or implementing sustainable practices
    • Strategies to incentivize public support towards sustainable practices

    Additional Workshops based on needs identified by PRDOH

    • PRDOH may identify additional capacity building activities to address CDBG-DR and CDBG-MIT specific needs through Program Implementation.

    Capacity Building Workshops

    PRDOH may publish one (1) or more competitive rounds to carry out mitigation planning activities using a multijurisdictional approach.

    The competitive rounds for the development of plans, studies and/or regional consortiums/partnerships may be in for one or more of the following categories:

      • Planning studies needed for the development of mitigation projects under the Infrastructure Mitigation, Multi-Sector Community Mitigation, and Investment Portfolio for Growth – Lifeline Mitigation Programs
      • Consortium or alliance building for participation in CDBG-DR and CDBG-MIT Programs
